Holy laughter originates with a movement called the "Toronto Blessing" - this has given rise to many other unusual experiences. The short answer is that it is not a work of the Holy Spirit to propagate the gospel but the work of con men (and women) who pervert the gospel in order to gain fame, money, and power over others.  The job of the Holy Spirit is to point people to Christ, teach the truth of God, and empower believers to live a Christ-like life (see Who is the Holy Spirit).  The spontaneous, uncontrolled laughter is in direct contradiction to the clear teaching of the Bible that we are to be "filled with [controlled by] the Spirit" (Ephesians 5:18, NIV) and does nothing to lead others to the good news of Jesus Christ.
